Laws Affecting Sex Work 

Although technically legal in itself, sex work in Hong Kong can easily fall into illegal territory because of the prohibition of many related activities, such as soliciting clients in the public ("soliciting for an immoral purpose") and working with a friend in the same room ("keeping a vice establishment"). This means that the only legal form of sex work is when: (1) it takes place between two persons only (i.e. in the absence of third-party involvement); and (2) the scope of services and fees are negotiated in a non-public setting.

If you are coming from outside Hong Kong, you should also know that it is against the law for visitors from abroad to engage in any kind of work (including sex work) without holding an employment visa.
